The United Nations Development Programme in Uzbekistan signs a Memorandum of Understanding with the Academy of State and Social Construction

On the 20th of January 2009 the United Nations Development Programme (UNDP) is signing a Memorandum of Understanding with the Academy of State and Social Construction under the President of the Republic of Uzbekistan (ASSC). This action will contribute to the initiative of introducing “Human Development” academic courses into the educational process and the curriculum of the Academy. This document will be signed at the presence of the representatives of the Ministry of High and Secondary Specialized Education, the Ministry of Foreign Affairs, Senate, University of World Economy and Diplomacy and teachers of high school – those who are involved in the process of teaching practical and theoretical aspects of the Human Development approach.  

  The major challenge of a “Human Development” academic course is to combine theory with an applied aspect, the main feature of which is the practical significance, the maximum proximity to the solution of specific problems. Practically applied aspects of learning discipline are manifested in two ways: first, by analyzing trends in human development based on a system of socio-economic indicators and human development indices; and second, through the provision of issues of particular importance to the sustained growth in the Republic of Uzbekistan. 

Key objectives of the ASSC is to train local authority cadre all over the country by applying innovative teaching methods, widely elaborating international experience in methodological and pedagogical studies and processes. The Academy pays high attention to training and re-training of progressive management staff with “out-of-the-box” thinking who are able to operationalize obtained knowledge in their day-to-day work practices. This may serve as a promising platform for potential UNDP-ASSC project(s) aimed to develop new innovative teaching programs in all regions of Uzbekistan.

The signing of the MOU will pave the way towards developing Human development teaching modules in Uzbek language adapted to the needs and interests of the Academy. Provisional course will primarily concentrate on issues of effective governance and institutional aspects in the context of Human Development. It will cover such topics as roles of State and civil society in the development of human potential, decentralization, and efforts to achieve the Millennium Development Goals. 

Referring to the speech of the President of the Republic of Uzbekistan at the meeting dedicated to the 16th anniversary of Constitution of Uzbekistan, where he mentioned that the basic target of the country is “provision of progressive and sustainable development of the Republic with the aim of building a democratic state, free market economy and developing civil society, the highest value of which is human being, his/her interests, rights and freedoms, Ms. Nirody - UNDP Resident Representative in Uzbekistan - underlined that this statement is an embodiment of the human development principles in action.

MoU will serve as a platform for expansion of Human Development principles to the regions and promote joint cooperation in the core areas of priority directions of the National Programme for Training Personnel being values of democratization, humanization of the society and human-beings’ development in all spheres of their lives.
