Seminar on “Development and monitoring of indicators of the effectiveness of budgetary programs (in the example of healthcare and education)”

A seminar on “Development and monitoring of indicators of the effectiveness of budgetary programs (in the example of healthcare and education)”, was held on November 25-26, 2009 in the conference-hall of “Grand Mir” hotel in Tashkent. The event was organized by the joint Project of the Ministry of Finance of the Republic of Uzbekistan and the United Nations’ Development Programme “Public Finance Reform in Uzbekistan”. 
Within the framework of the project one of the major activities is targeted to provide assistance the improvement of the methodology of planning and execution of state budget.
In cooperation with the Technical Assistance Agency of the French Ministry of Economy, Industry and Employment (ADETEF) a series of seminars and international missions have been arranged, familiarizing the public officials with the international experience of the application of Performance-based budgeting (PBB) in planning and execution of public expenditures. As the practice demonstrates, one of the most complex implementation issues of the given approach is the development and application of relevant indicators in the results assessment. Therefore, the given seminar was conducted in order to conduct a more in-depth analysis of the issue. 
Over the course of the seminar, Ms. Brigitte Sablayrolle, specialist of the Department of State Budget of Ministry of Finance of France, gave a brief overview of the essence of budgetary reform and the recent changes, paid a specific attention to the strategy, goals, and indicators of budget programs, as well as indicator types and their assessment methodology in the example of specific initiatives in healthcare and education. In addition, Ms. Sablayrolle also touched upon the credibility and indicator achievement control of budgetary programs.  
During the seminar, the roadblocks and issues arising over the course of development and application of indicators were actively discussed. In fact, key conclusions were made based on the results of the seminar, and are to be used in further generation of recommendations on the improvement of budgetary planning process in Uzbekistan.  
The representatives of the Legislative Chamber of Oliy Majlis, Cabinet of Ministers, Ministry of Finance, Ministry of Economy, Treasury, Ministry of Public Education, Ministry of Higher and Secondary Special Education, Ministry of Public Health, Ministry of Agriculture and Water Resources, international organizations, and expert body participated in the roundtable.
