ANNEX I TO THE TERMS OF REFERENCE
«TEACHING QUALITY ENHANCEMENT STRATEGY» PREPARATION GUIDELINES
The «Teaching Quality Enhancement Strategy» (hereinafter referred to as «Strategy») shall be defined as Strategic Development Plan of the Training Center for the period of 2011–2013 on implementation of essential elements of the teaching quality management system. Development of the Strategy shall be carried out based on the analysis of existing practical experience of the Training Center, and the Strategy shall be the Guidance Document for further improvement of the training management process to reach high quality standards.
The Strategy shall be developed based on international experience of educational institutions in training management process of civil servants and shall consider the following highlights:
- Based on the analysis, identification and assessment of major problems at the Training Center in such issues as educational process organization, teaching methods and approaches used for conducting the classes, training program and curriculum content, etc.;
- Definition of roles and functions of the following related parties and participants of the training process:
- Main Department of Human Resources of the Ministry of Finance (should be defined as «Client», which has the authority to form the contingent of training participants),
- Training Center management (should be defined as «Management» responsible for organization of trainings),
- Training Center teaching staff (should be defined as «Staff» responsible for conducting the trainings), and
- Training participants (should be defined as «Trainee», who implement the knowledge, skills and competencies gained during trainings in their future work).
- Review of the best methods and techniques of adult education for the purpose of enhancement of teaching quality in the Training Center, which can be implemented as effective teaching tools in further trainings;
- Development and implementation of modern methods and approaches necessary for teaching quality enhancement process, including:
- Training evaluation with Trainees’ feedback (in both interim and final control, for progress achievement identification and assessment purposes);
- Peer observation of training process by colleagues (evaluation, discussion and dissemination of good practical experience as well as mentoring for new or young staff);
- Final results review by the Management (as internal quality assurance, for progress monitoring purposes) and Client (as external quality assurance, for control purposes).
- Formulation of such quality enhancement methods or systematic quality assurance programs that shall revive the active engagement and learning encouragement of the Trainees themselves during trainings and final outcome satisfaction by the Client;
Based on the revealed outcome and best international experience the Strategy shall recommend to the Training Center precise and viable Strategic Quality Aims to achieve the required quality of teaching and learning, specified timetable and

3) Assessment and feedback (unbiased assessment of Trainees’ knowledge by the Staff and evaluation of training efficiency by Trainees)
4) Monitoring of teaching quality (set of indicators to control and maintain the teaching efficiency by the Management and Client).
